Anyone who uses the internet to take part in society. It is about how you communicate, collaborate, learn and participate, and understanding that what you do online has consequences for other people.

It is not a title, it is a habit

The certificate is the easy part. The commitment is what you do the next time somebody is being targeted in a group chat.
